Splash Page on join Free Wifi then once every hour for 5 seconds

I am using Ubuntu 12 and squid 3.19 (or so, I know it's below 3.2) I am trying to setup a splash screen for all users for 5 seconds then once an hour every 5 seconds. First I need to get the splash to work at all. I have tried probably 10 configurations I have found on the web and I have only been able to get the IP of the page I want shown to show up two times in my browser. After that I get "access-denied". I haven't used linux in some time and it's been years since I setup squid. Can someone please tell me what I'm doing wrong? I have /usr/lib/squid3/squid_session and I put session.db in /home/user as one of the examples said. Here is my short squid.conf:
