Something wrong with my pppoe...

I just got my ADSL connected, and while I'm excited, I'm also frustrated, as I can't get a connection over 16 or so kB/s. I'm also supposed to be able to access my modem via a http://xxx.xxx.x.x call and I cannot access it. Anyone able to help, don't know what info to provide I used the adsl/pppoe config tool and everything works, just not as fast as it should.

n/m on the speed, that was a typical noob mistake... I plugged into the wrong adapter on my DSL filter... but I still can't get into my modem's configureation.
