Try

telnet ip 25

where ip is ip address on your eth0 card; by default these days, some distros eg RH based ones install sendmail to only listen on 127.0.0.1 ie localhost. You have to edit the sendmail.mc file to disable this ie enable listening on other ips.

you would need to change this line in /etc/mail/sendmail.mc

DAEMON_OPTIONS(`Port=smtp,Addr=127.0.0.1, Name=MTA')dnl
to
Code:
DAEMON_OPTIONS(`Port=smtp,Addr=x.x.x.x, Name=MTA')dnl
x being the new ip..
or just add another duplicate line with your real static ip address,
like so

DAEMON_OPTIONS(`Port=smtp,Addr=213.x.x.x,Name=MTA')dnl
DAEMON_OPTIONS(`Port=smtp,Addr=127.0.0.1, Name=MTA')dnl


then run
