Add "ACPI=force" after the kernel option in menu.lst file. Here is an example

Code:
title Debian GNU/Linux, kernel 2.6.22-3-k7
root (hd0,5)
kernel /boot/vmlinuz-2.6.22-3-k7 root=/dev/sda6 ro ACPI=force vga=791
initrd /boot/initrd.img-2.6.22-3-k7
savedefault
Also, try disabling compiz. If you are using xen kernel then switch back to standard FC7 kernel.

It wont, Fedora's Xen kernel has some issues with shutdown scripts, there is a bug reported too. Use vanilla kernel instead.
