should var/www/html be accessible to root only?
 
To make the question clearer:

I can browse my local site in var/www/html only from
su galeon http://localhost.

If I run galeon as non-root it doesn't open the site.
Should it be so or I can/should change it?

Permissions at file system level should have no effect on what a user is able to see in a browser. So long as the user apache runs as has permission to se the fiels that should be enough - which it seems to if you can view the site as root.

Try making sure that you have cleard you cache then try again. What error message do you get when you try to access it as a user?
