setting environmental variable cc to a working compiler

I am trying to configure gcc-3.3.2 when I go to configure I get this error message
"# ./configure
Configuring for a i686-pc-linux-gnuoldld host.
Created "Makefile" in /root/gcctest/gcc-3.3.2
using "mt-frag"
./configure: line 8: cc: command not found
*** The command 'cc -o conftest -g conftest.
c' failed.
*** You must set the environment variable CC t
o a working compiler."

I am having a hard time getting getting the CC to a working compiler. Where do I go from here?

whereis gcc
Note the location of gcc (should be in /usr/bin on most systems)

as root:
cd <location of gcc>
ln -s gcc cc

Walla.... you're done

Whenever I type in "whereis gcc" it just says
gcc:

It doesnt give a location. So then if I type the ln -s gcc cc after I cd to where I put the gcc it tells me ln: `cc/gcc': File exists. Any advice would be greatly appreciated.
