Server Running Slow

I use a Linux server to host four websites. Two are mySQL database/PHP driven websites and the other two are mySQL/PHP forums. In the last 48 hours my server seems to have slowed down quite a bit, but only on one website... one of the forums. Page load times went from .2 to .3 seconds on my index page to .4 to .5 yesterday, and now either 1.3 or 5.1 today (seems to randomly bounce back and forth). The other forum, which uses different forum software, is unchanged. Server load averages are quite low, so I don't see a problem there. I rebooted the server, but there's been no change. Is there any way I can track down the problem?

Maybe check the apache logs for that site and see if there's anything strange going on. By lookin at your load averages, I'm going to guess it's not a hardware issue. Does the offending site access an external RSS feed or anything like that?
