The best way would be for you to install the latest Red Hat (6.x). 4.8 is very old. And AGAIN... have you CONTACTED RED HAT SUPPORT YET????. It's been suggested to you several times in several of your other threads, but you ignore it. If you're using RHEL, then you need to PAY for it, and that entitles you to support.

Since program settings are contained in files, all you need to do is make sure you put the configuration files from whatever pieces of software you're using, into the backup. Be aware that some config files (thinking more of desktop GUI's like KDE), may have hidden directories (like ".kde4"), where all the settings are kept, so you'll have to be careful and include them.
AGAIN...if you're not going to PAY for Red Hat, don't use it. It's been explained to you several times why. And if you're going to build a new server, then build a new server...don't use an old OS for no reason.
