sendmail message limit

I have one thing for discuss you regarding linux.

I have Redhat Linux 4 Enterprise, we are using sendmail for email server.
I have configured sendmaill for message size is follow

# maximum message size
O MaxMessageSize=9437184.

But the configuration is applied on all the users in ma Email System.

Is their Any way through which this message size restriction is applied only to a specific number of Users ( Usings Groups , IP's etc ) .

if no way you create or idea of local ruleset for sendmail.mc.

thanks & regards

qavi
