semctl:permission denied for ordinary user


Hi,
I'm using ubuntu,i have a bin file under my /usr/bin, if i run the command under root user i'm getting no problem an it works fine,if i try it in with differnent user im getting
Code:
 semctl:premission denied
so how can i edit my bin file and change it to right permission

And the "bin file" is .... ?

Sorry for the Late,
It's not a bin file it's a compiled exe i think written in C

So are you saying that this is a program that you wrote? If so, maybe you could list enough of the program to give context to this error.

If you didn't write it, please identify the program.

BTW, I am just following this thread to learn. This is definitely "above my pay grade".
