What are you expecting when you say "allow users to determine what to download"? Do you mean help you select a distro? If you want this you might be best looking at a site like distrowatch.com and looking at the reviews associated with some of the popular distros, then decide for yourself.

As for getting copies of Linux distros in the mail, OSDisc.com will sell you CDs, DVDs and USB Flash installation disks for various distros.

If I have misunderstood you perhaps you could take a shot at rephrasing your question.

For Paid Support (via an 800 number for instance)
If you plan on doing Linux installations in a business environment (or IT shop) then consider using one of the commercial distributions such as Redhat or Suse (Novell owns SuSe).
http://www.redhat.com
http://www.suse.com/

For Home, School, Personal, Hobby/Enthusiast use
There is no need to "buy" Linux in this case because one can just download and burn the CD/DVD/USB key image files from the various distro. sites. Some distributions offer Live CD/USB key image file options. However, if you wanted to buy a CD, DVD, or USB Key with Linux already on it (for a birthday or x-mas gift for instance) head over to http://distrowatch.com/. Do a search for "linux media". The distro watch site has advertisers selling the media with Linux on it.

On second thought, yeah this is a very good point. If you are willing to pay to get a disk you might as well have the money go to the company or project that makes it, even if you do end up paying a little more. So where possible if you are buying install disks try and get them directly from whichever distro you go for.

The other benefit is that when buying directly is that you can have confidence that it is 100% genuine and without any customisations.
