security level

When I run Security Level I do not get a box at the bottom where I can add custom ports to allow in. I was told to install redhat-config-securitylevel-1.0.1-1.noarch.rpm which I attempted to do and was told a newer version of it was already installed. How can I get the box to appear in Security level to let me add ports to allow through the firewall? I am running redhat 9

Thanks
