You could run Linux inside Windows (or Windows inside Linux) with a Virtual machine such as VMware or Microsoft Virtual PC.

Alternatively, if you need to run one Windows application or another in Linux, you may want to take a look at wine. It is an application that will allow you to run Windows application in Linux.

Not exactly. You can dual boot between the two, but actually running together at the same time would require using a virtual machine. The problem there is that the OS running in the VM doesn't have full access to the computer's hardware, and as such won't perform nearly as well.

You can try QEMU with its GUI frontends like qtqemu and pyqemu. But why would you like to run a crappy OS like WinXP with virtualisation in Linux ? First do a rethink on the applications required

Look at coLinux. I used it to cross-compile kernels for an AMCC PowerPC board.

It was not as fast or convenient as having a separate build machine, but it was faster than Cygwin.
