rpmbuild for src.rpm

i've read that in order to unpack src.rpm files you need to do 'rpmbuild --rebuild <bleh.src.rpm>'

when i try that i get :
-bash: rpmbuild: command not found

so i guess i need to download rpmbuild somewhere?

i'm trying to install apache on red hat 9 and when i try to build it it says pgcc unknown command or something along those lines, so i found pgcc-1.1a-1.src.rpm, thinking it might do the trick. although i'm a linux newbie, any help on either of these questions will be appreciated.

rpmbuild is on one of the cd's

in the development section if you use the Software Installation gui
which is in the System Tools menu (I think)

it may be that you need to install gcc (the GNU C compiler) as well

it's also on one of the disks
