RPM installation problems


I am running Mandrake 9.1 and I can't seem to install any rpm's. For example, I tried installing this java compiler, and I get this error when attempting to install the rpm:

$ rpm -ivh j2re-1_4_2_01-linux-i586.rpm
$ error: cannot open Packages index using db3 - Operation not permitted (1)
$ error: cannot open Packages database in /var/lib/rpm

Since I am relatively new to Linux, I was wondering if anyone could help me with my problem. Thanks in advance.

Well I think I may have solved the problem, I don't know. I just messed around, and found out that Mandrake has a GUI for RPM's. Being the newbie that I am, I did not know this till now. Any other help would be really helpful on RPM's and Mandrake, thanks in advance.
