Post Root account denies permission

I login as root fine, but I was attempting to list the property of a file and I get access denied.

Welcome to Linux questions
Well there are some files set by root that says root is unable to modify them. As a matter of fact there are many like that in the SSL world. can you change that yes as root change the permissions. Remember there is a reason why some files are like that. When you reboot you may get some errors or complaints.
remeber in the world of selinux and pam you can be bricked out of your whole system.

Are you saying that you use ls -l and get this message from a terminal?

- What is the file (and path)?

- What are the permissions on the file (ls -ald <file>)? Pay close attention to the user and group of the file:

[root@squid ver_10]# ls -ald /etc/dumpdates
-rw-rw-r-- 1 root disk 0 Jul 13 18:30 /etc/dumpdates

File Owner: root
File Group: disk
File Permissions (-rw-rw-r--)

What do you mean "list the property of a file"? What is the exact command you ran and what was the output?
