RNDC connection refused error

I'm trying to set up DNS on a very small LAN. I need this for a class project that I'm working on. The distribution of Linux that I'm running is Fedora Core 2 and the version of BIND is 9.2

The keys in both the named and rndc configuration files match. However, when I try to restart the named dameon I get a rndc connection refused error. When I perform a port scan using nmapfe port 953 is not open.

Is this my problem and if so how can I correct it or open the port.
