RHEL Slow Boot up sits at ..Wait.. after loading atd

RHEL 6.5
fairly new spin up of this server.
Installed some applications and restarted the server periodically though these steps and did not have a delay.

Restarted the server and it took approximately 15 minutes + to boot.

When I hit the <esc>, I can see that it started atd: ok and then the response is Wait..

I looked at the boot.log and I did not see anything relevant of an issue. I also have noticed since this started the server is running slower.

Where else can I look

Without knowing anything that is in the logs
/var/log/boot.log
/var/log/massages
/var/log/setroubleshoot/setroubleshootd.log
/var/log/dmesg

if x11 is installed
/var/log/Xorg.0.log

have you looked at the log for those unknown programs
Do any of these START at boot?

this is 6.5 ( a year out of date) 6.6 is current for 6

have you installed Bootchart and LOOKED!!! at what is going on
