where can i learn RHCE in north east india.

The RHCE exam is performance based, meaning that you really need to know the product to pass. If you don't have a relevant job I'd suggest that you set up a virtual machine, read the Red Hat Installation and Deployment guides and teach yourself for at least 3 months before you even think about it.
