Redhat 9 X-server PAM Auth. Failed

I just installed Redhat 9 and managed to connect to it from either telnet or SSH. Rlogin still not working yet, but will get it another day.

I need to run a X-server to an application on the LINUX box, but every time I login and start X, I get

Fatal server error:
PAM authentication failed, cannot start X server.
Perhaps you do not have console ownership?

what did I do wrong during the rpm install that is not allowing me to start X-server from a remote system?
