Question Redhat 9 network

I have a 3com pci nic ether-link XL 10/1 and use a Fresco router to connect 2 Internet. I use xdsl and my ISP use PPPoE for this. I cant get a dynamic ip-address (dhcp) but when I configure it manually it works. When i use ifup I get the message

"Decide IP-information for eth0... failed; there is no link. Check the cable?"

I translate it from Swedish so it might not be 100% correct translation.

Is it a hardware problem?
