-devel rpm's contain c headers or other such files you would need to compile software using those libraries. all the time you only use precompiled rpm's you will not need -devel's but will do if you want to compile programs from source code.

ok, i see that, but i had a problem with using "make menuconfig" which was caused by lack of ncurses library. i installed the ncurses library, but it was not enough, i must also install ncurses-dev pm package, then it works. so does it mean the -dev rpm package is more complete? and if one install the -dev package, he doesnt need to install the precompiled rpm library?

thanks before for the answer..

make menuconfig is a command to compile a kernel, and part of it's steps is to compile a program to aid the configuration of the kernel, which uses ncurses to provide a console gui. it needs the headers of the ncurses package to know what function calls are valid etc... this kind of information is normally not needed so by putting these in a seperate package and application is significantly smaller when distributed.
