Angry Putty problems - cannot connect with server

I just installed a RedHat8 server
Textmode... no graphical interface

now I want to connect to the server with putty (in windows)
I get the following error message:

Putty fatal error:
Network error: connection reset by peer

how can I solve this?

SSH is started in linux

any ideas?

Any firewalling in place, routing in working order,
what do /etc/hosts.allow and /etc/hosts.deny look
