proFTPD AuthUserFile Question


I'm setting up my FTP server(ProFTPD) and stuck and step creating password for "VirtualUser". There is a thread in this forum said that using command: htpasswd -n -b USERNAME PASSWORD to generate password. However, it seem does not work. I used user1 & pass1 for user & password and each time I type the command above I got different result.
Code:
# htpasswd -n -b user1 pass1
user1:QPHjJmnGt14fg

# htpasswd -n -b user1 pass1
user1:lJ2myWqZzpYDo

# htpasswd -n -b user1 pass1
user1:qihRHhIaJWkDs
What did I do wrong?
