Hi,

If we change any values in /proc/.... system, when we reboot the system would this change get affected?

No. You can tweak some kernel parameters in run time by editing files under /proc/sys, but any change will be lost after reboot. Instead, you can edit the file /etc/sysctl.conf to make changes permanent.
