I have a debian 3.1 r4 sarge with KDE 3.5.3. and I have configurate my desktop with a personal police (URW Palladio L).
And when I start some application (like firefox, evolution, gimp, etc ..) these application have another police in the menus.

Umm, maybe I'm being silly, but is there perhaps some language barrier? "Police" as in law enforcement person? Is that also the name of a computer mechanism?
Did you mean to say "policy" like a theme? Is your problem that you set up your whole computer to use one theme of the way things should look like - but your programs use there own themes?
