problems with ACLOCAL flags

I'm trying to install Osmgpsmap from source on Mint Debian Update 8.
I downloaded the tarball osm-gps-map-gtk3.1.tar.bz2 and untarred it; then entered the osm-gps-map-gtk3 folder and ran "./autogen.sh".

I get the error message:

gtk-doc.m4 not found
***Error***: some autoconf macros required to build osm-gps-map
were not found in your aclocal path, or some forbidden
macros were found. Perhaps you need to adjust your
ACLOCAL_FLAGS?

although gtk-doc.m4 is present in the m4 subdirectory of osm-gps-map-gtk3.

I'm mystified. Could someone enlighten me?

Thanks,

Doug

"osm-gps-map-gtk3.1.tar.bz2" : Unknown file.
Please provide a link.

"gtk-doc** not found" : Probably → # apt-get install gtk-doc

(1) The current tar file is available at http://nzjrs.github.io/osm-gps-map/. I'm using an older version because I ran into dependency problems with the uptodate one.

(2) I installed this osmgpsmap on my laptop in the past but don't recall how.
I'm now trying to put it on my PC running the identical OS, so the error messages baffle me.

(3) I previously had the error message about gtk-doc and installed it.

Here's the log of autogen messages:

/usr/bin/gnome-autogen.sh
checking for autoreconf >= 2.53...
testing autoreconf... found 2.69
checking for pkg-config >= 0.14.0...
testing pkg-config... found 0.26
checking for gtk-doc >= 1.0...
testing gtkdocize... found 1.15
checking for gnome-common >= 2.3.0...
testing gnome-doc-common... found 3.10.0
Checking for required M4 macros...
