The second entry assumes you've downloaded a recent copy of Netbeans. But if you type "./netbeans-" and then press the tab key, chances are the shell will select the right script even if it isn't the one I have. Press Enter.
Netbeans will install itself and will put a symlink in /usr/local/bin, so you won't have any difficulty running it. By the way, here is the content of my desktop shortcut for launching Netbeans (Fedora 11):
Copy the above lines into a file named "Netbeans.desktop", give it 755 permissions (rwxr-xr-x) and put a copy on your desktop.
