problem with ftp
 
in ftp server by default anonymous user are chrooted in
/var/ftp
can we change it

and one more thing that suppose i made a directory (incoming)
inside /var/ftp/ for uploading by anonymous user
but thing is that we are unble download any thing from that directory
only we can upload in that
why is it so

another thing is that by logging with ftp we are able to create
the directory in /var/ftp but we can not download or upload directory
in /var/ftp
why is it so

Every answers to your questions are in the ftp configuration file, /etc/ftp.conf or /etc/proftp.conf, maybe /etc/ftpd.conf...

i did'nt found these files inside the /etc

What linux distribution do you use?
What FTP server did you install?
How did you install the FTP server?

every thing will be in configuration file.
see /etc/vsftpd/vsftpd.conf

i am using RED HAT ENTERPRISE LINUX 5.0 Server edition
i used "vsftpd-2.0.5-10.el5" rpm to install the ftp server

Run locate vsftpd.conf in a terminal.

man vsftpd.conf will give details how you can configure
