Did you try the online docs at redhat.com?

What is on the disk now? Are you trying to install this on a computer that already has Windows 2000 or Windows XP?

i'm using win2k, and have 3 partition i use partition 2 to install Linux, i've already read the
install manual, but it do not consider about this problem. But when i install RH8 in my friend's computer
it works very well. ???????

In the manuals there is a comment about making room for Red Hat. It basically says that Red Hat will treat any partition it encounters as active and not want to install in it. Red Hat like encountering empty space and doing its own partitioning. If you want to put it where your second partition is, delete the second partition and point it at the empty space.

That said, is the third partition a Windows one? Windows is much happier if it doesn't encounter any non-Windows partitons (such as Linux) between any partitions it understands. If this third partition is for Windows, put where partition two is and install Red Hat after it.
