Problem installing startup manager

I have installed Pioneer Basic 3.0.2 w/Kde desktop

When installing Startup manager from synaptic the file libxml2-utils failed

The error is " 2.6.30.dfsg-2ubuntu1.1" 404 not found

Installing the file from synaptic the error is " " 404 not found

Reloaded repos to no avail

Need help

try a different repo, that's the only suggestion I can make
