OTcl-1.13 : When you have a Makefile.in, Makefile modified to
CC = gcc-4.3 : Then you must of course install the package gcc-4.3.

sudo apt-get install gcc-4.3 g++-4.3
( Or use Synaptic for the package install.)

Other prerequisites : sudo apt-get install \
g++ libx11-dev libxmu-dev libxmu-headers libxt-dev libtool
