problem changing screen resolutions

ok, i bought a computer on ebay. it's running red hat 7.0. the default monitor was a 1023x768. i ran Xconfigure while using a newer monitor to change the screen resolution to 640x480 (i wanted to use the box w/ an old monitor, that's the only res. the monitor supports). When i use it w/ my new monitor, it works fine. when i use it w/ my old monitor, two major problems occur.

1. when i try to drag an icon across the desktop, Xserver crashes.
2. when i run a program that uses a fairly large window, it always appears MUCH bigger than the screen. this is an especially bad problem because i'm mainly an X app person! I can't make all of LinuxConfig fit on the screen. the fit to screen button doesn't help. the bar appears correctly, and everything seems fine except for those problems.

is there some other place i have to change a setting? did i do something wrong?

Maybe you need to configure X again with the old monitor connected.

i've run Xconfigure a couple times with the monitor i want to use connected, but it hasn't done anything. the problem persists.
