practice pl sql


Is there a way to load an "instance" of an oracle database to work with pl sql? or do I need to load oracle and create a DB from scratch just to practice my pl sql skills? (or lack thereof)

help please

You need to install Oracle, to be able to have/use the features of Oracle. Doing a whole load is the only way to go, and will only serve to give you more skills than you have now...
