Power Saver Settings

I am using Fedora Core 3 and GNOME on an older computer that does not have power saver features. How can I access those settings in FC3/GNOME to be certain neither the display nor the hard drives are ever blanked or turned off? Presently, the screen goes dark after a certain amount of time has passed without activity.
