power mgmt and assigning rights

Using Fedora2 on a desktop PC. Two questions:

a. how do I set power saving options like sleep mode and shutting down hard drives? The monitor has some power saving settings, but they don't seem to include options for the hard drive or sleep mode for the PC.

b. how can I assign rights to a series of nested directories? When I assign them now, it is just
to that directory. I would like those rights to transfer to sub directories and any new ones created in that directory.

Thanks for your help, so far really like linux.

For changing rights of directory and all its sub directories use chmod -R switch .
