POSIX and ACL on folders


I have setup OS X Tiger server with the default share points, users and public. ACLs are enabled on the volume. Under public I have some folders I need to fine tune access to. I add the necessary group under ACL and give them write access. I only want this group to have access, no one else to even read. Although the acl list says the group can write, the posix permission above seems to be the only thing affecting permissions. If Everyone is Read then anyone can open the folder but my ACL group can read but not write. If Everyone is set to None, then no one can access it. I am proficient with NTFS permission settings and troubleshooting but the UNIX system is getting frustrating.
