it's in usr/share/cheese, but it's just a bunch of files, no program.
HOWTO file list : $ dpkg -L cheese
/usr/bin/cheese
/usr/share/applications/cheese.desktop
.
.
... Or watch the on-line file list :

Cheese is actually successfully installed on your computer, open a terminal and type cheese<enter>.

You are giving very vague answers, that makes it difficult to help. Can you try and take the habit of posting commands that you issued and their output?
What's the output of
Code:

cheese
and
Code:

which cheese
?

Judging by how helpless I am trying to install this one program, is there any way I'd be able to upgrade to Mint 17.1 on my own? Or is it time to take out a craigslist ad looking for someone who can?

Go and read an installation howto and make a decision if you want to try. The least that you can try without risk is downloading the iso, burning it to CD and starting a live session. That does not changed your current system. But if you do manage to get that far, the rest is reasonably easy.

Before anything else, backup your data though...
