Which linux are we talking about? Typically, you would open the distribution specific package manager and install the required plug-ins and codecs (gstreamer, win32/64, ...).

Install Methods may vary by distribution but here are some common methods for a Debian based distro and applications ->

Debian based distro Install ->

Command Line-
sudo aptitude install Packagename

GUI -
Use Synaptic Package Manager

GUI ->

Rhythmbox

Hope this helps

No, it's against the law. (depending on your country of origin)

JUST KIDDING! (although it might be)

Generally you need a player (mplayer, xmms, ffplay, vlc, kaffiene, .....). You need some media, and other things. Modern machines lack the cd-audio cable so you'll need to do digital extraction to play a CD, which might not be a default for your player or distro. And other concerns, but generally YES, you can play music in Linux. A lot of US based and other distros do disable certain media types (MP3) over legal concerns, but yes you can play music in Linux.

That's why you should use open formats if at all possible.
