I try to compile PHP 5.0.0b1 with OpenSSL 0.9.7b, but I can't even configure it

Configuring extensions
checking for OpenSSL support... yes
checking for OpenSSL version... >= 0.9.6
checking for CRYPTO_free in -lcrypto... yes
checking for SSL_CTX_set_ssl_version in -lssl... no

ldconfig libssl.so knows
libssl.so.0.9.7 (libc6) => /usr/lib/libssl.so.0.9.7
libssl.so.0 (libc6) => /usr/lib/libssl.so.0
libssl.so (libc6) => /usr/lib/libssl.so

I looked in libssl.so and there is
00020930 T SSL_CTX_set_ssl_version

other application compiled with SSL without problems
