Suggest : Use the remi.repo

And then do : # yum install php-oci8
And if everything fails :
As the yum dependency mechanism is only 99.9% reliable, this can be used:
rpm -Uvh --nodeps php-oci8-5.2.14-1.el5.remi.x86_64.rpm
.... Will only work, if you have a 64 Bits OS !
A comment :
"rpm -ivh" is for special occasions.
The standard install command, used by Yum and the Package Manager is
# rpm -Uvh
