Talking php Curl/Iconv how can i tell if i have it installed

Hello all as you can see i am new here so a big "hi" and also new to Linux
(cant belive i only just found this site i have so much reading to do)

Anyways...

Right i run a Debian Linux 5.0.4 server (Linux 2.6.27.10-grsec-xxxx-grs-ipv4-64 on x86_64)(which i got someone else to install everything for me)bad mistake i know because i missed out on that learning.
I also run webmin and Virtualmin as am not good with linux

to my question i need to have Curl and Iconv installed and am not sure if i do is there a way i can find out?

where is the notes from the mod i am trying to get working
Code:
- You must install it and configure it appropriatelly (please read parameters descriptions carefully)
- You must have installed CURL in your php. Most servers already have it. Just install this mod and if it is not working then ask your server stuff to install CURL. In meantime you can disable mod or remove flags so users will not be affected. If you get blank page for translation pages (it will not affect your normal pages) it means that you don't have CURL installed - just install it
- You must have installed ICONV in your php. Most servers already have it. If not an error will occur or blank page for translations.
Thanks alot and hope to see more of you here ill be sticking around

Mike

Reading state information... Done
Package libcurl3-dev is a virtual package provided by:
  libcurl4-openssl-dev 7.18.2-8lenny4
You should explicitly select one to install.
E: Package libcurl3-dev has no installation candidate
