I get the message
Changing Permissions of ******.* : Operation not permitted lists for all the files.

When I execute chmod command to change file access rights

i guess that you are trying to chmod files more than by using a wildcard? if so you can use -R which means recursive. if your filename is exactly with stars (how it could be i dont know ) you must use the escape pattern before for each star.
