Basically I've tried this as root(!):

mount --bind /var/www/dir_1 /home/user/public_html/dir_1

I get permission denied! WTF!!

Both directories have the same owner and proper permissions.

what is it that you are trying to mount?

and please use code tags while showing commands or their outputs so that it is easier for us to understand

Is one or the other directory actually on an nfs share?

Check the kernel messages at the time you tried the --bind mount.
