Let's put it this way: if he were part of the group who
look after the backup/restore process he's have a valid
password. No one would implement a WORN (write-once/
read-never) backup scheme ...

And with these words I'm closing this. Should the OP
feel this is in error he can explain the need to me
via e-Mail, and if the explanation suffices I'm happy
to re-open the thread; not that I could think of a good
explanation right now.
