hi
is there a partition manager like GParted that you can use without having to boot from a live CD? I have an external hard drive I need to partition but I don't want to have to reboot...

Yes, GParted. Just install it from your repositories and use it. It won't let you format any mounted partitions, but just unmount the device and you should be able to partition it.
