panel failure.. help!!!

i am using red hat 7.3 server, and when even i log in as root or a different user, the interface takes 15 mins to load up and then i get popup errors like
"sidepanel failure"/"history panel failure" ..
and the bottom panel and menu panel are not loaded.

the error also says that if this happens more than once i should disable the panels.
how do i fix this problem and/or disable the panels???

Please help.

Thanks
