opening a reserved port in red hat 9

I have red hat 9 installed and I'm trying to run a program that requires port 411 to be open, but I can't since it's reserved by default I can't find how to open it through any documentation.
any suggestions would be helpful. thanks.

Check your /etc/services file and make sure that RMT port 411 (tcp and udp) is not commented out. That's all I can think of at this point. Hopefully someone with better knowledge on it will be able to help further.

I checked the service file and it doesn't even have any ports between 359 and 427 in use. It must be something different.
if anyone has any ideas please let me know

Can anyone just answer a few quick questions for me? What is the purpose of port? And what and what are researved ports and unreserved ports?
