What kind off fan? CPU, Case, Power suppy? Need more info. If you fan is plugged into your motherboard your motherboard should power it and your bios setting should control it. I don't think Linux has anything to do with it. Please give more information

first your - harddrive is 'password protected' and you can not read or write to it -- a still open question on that

now the cpu fan is not working ???
i would say that somewhere you borked the install

reinstall and let the install dvd reformat the hardrive then install the base DEFAULT Ubuntu install
using all default settings .

See if that works .

If it runs too cool then it's normal for the fan to not be working .

Why waste the energy ... I suppose windows used just that much resources and got the computer that hot so the fan needed to work .

Try using your PC with some application that uses a lot of cpu power , use it at maximum power and the fan should start going on .

If not , does your PC shut down by itself after some time ?

Please refrain from using text-speak, and at the very lest try to use good English...
