Ok im a newbie and...
 
1. I have a Emachines t3256 w/ an amd athlon xp 3200+ and 512 meg ram windows xp uses ntfs on mine is there a way to resize without special software such as partition magic?

2.I tried resizing with fedora core 4 but the it just quit after resizing my NTFS partition.

3. I was thinking of getting Mandriva(Mandrake) linux, but can it resize a 150 gig windows xp NTFS part without problems?

If anyone knows please HELP!

Also, if you have any distro suggestions please tell me.

i dont think any distro will come with a tool for this.
it can be done in any os without problems, with 3rd party software.
edit: why are you not wanting to use partition magic? it works perfectly

Actually, even though I think Mandriva isn't that great a distribution, its partitioning tool DiskDrake is one of the best out there, and it can easily resize NTFS partitions.

I'd use a live CD to resize and make the partitions. Knoppix works well, and it has QTParted, which looks just like Partition Magic.
As for the distribution, I'd reccommend Debian, but it can be difficult to install sometimes. But Debian-based distributions are quite good, so I'd reccommend (K)Ubuntu. Also, you can order Ubuntu CDs free (S/H is free too!)

I cant use it because it costs a lot od money
plus id rather use qtparted.

Knoppix has QTparted.
